Die Konferenz des Forums Mitteleuropa 2024 fand am 9. April im Sächsischen Landtag in Dresden statt. Sie stand unter dem Motto "Mitteleuropäische Perspektiven vor den Europawahlen" und widmete sich den mitteleuropäischen Erwartungen an die Europäische Union ebenso wie den mitteleuropäischen Interessen in Europa. / The conference of the Central European Forum 2024 took place on 9 April in the Saxon State Parliament in Dresden. It was held under the motto "Central European perspectives before the European elections".
Die Konferenz „Stabilität von Wirtschaft und Gesellschaft in Mitteleuropa“ 2023 in Prag widmete sich verstärkt den möglichen Folgen der europäischen „Zeitenwende“ in den Bereichen Wirtschaft und Gesellschaft in Mitteleuropa. Damit wurde einerseits die 2022 in Vilnius begonnene Diskussion fortgesetzt sowie andererseits thematisch an die Schwerpunkte der tschechischen EU-Ratspräsidentschaft (u.a. Ukraine-Krieg, Sanktionen und Energiekrise) angeknüpft.
Mitteleuropäische Perspektiven vor den Europawahlen
Anfang Juni 2024 wählen die Bürgerinnen und Bürger der Europäischen Union zum zehnten Mal das Europäische Parlament. Die Wahl fällt in eine herausfordernde Zeit. Im Äußeren sind es insbesondere der russische Angriffskrieg auf die Ukraine mit all seinen Konsequenzen für Europa, multiple sonstige Krisen, wobei dem Konflikt im Nahen Osten eine besondere Rolle zukommt, sowie ein globaler Systemwettbewerb, der die internationale Ordnung erschüttert und in dem die EU unverändert ihre strategische Position sucht. Im Inneren geht es noch immer um die Bewältigung der Folgen der Corona-Pandemie, einen konzertierten Umgang mit der Migration, um die Art und den Umfang der EU-Klimapolitik sowie um die Gestaltung der digitalen Zukunft – ebenfalls im globalen Wettbewerb. Zu all diesen Fragen existieren in den Ländern Mitteleuropas teils ähnliche, teils recht unterschiedliche Perspektiven und Interessen, denen die Konferenz vor der Europawahl 2024 nachgehen will.
(Teil 1) Mitteleuropäische Erwartungen an die Europäische Union
Die Europäische Union und damit auch die Bürgerinnen und Bürger Europas stehen 2024 vor einer Schicksalswahl. Das Europäische Parlament entscheidet mit über das jährliche Budget der EU, über internationale Verträge und wählt die Präsidentin oder den Präsidenten der Europäischen Kommission. In der mit hochrangigen Politikern aus den Ländern Mitteleuropas besetzten Podiumsdiskussion ging es u.a. um die mitteleuropäischen Erwartungen an die EU, aber auch um die Erwartungen, die Europa, die die europäische Union an Mitteleuropa hat.
(Teil 2) Mitteleuropäische Interessen in Europa
Nach den Parlamentswahlen in Polen und der Slowakei (2023) kam es in beiden Ländern zu einem politischen Richtungswechsel, der die Gewichte in der Visegrád-Gruppe weiter verschoben hat. Insbesondere die europapolitische Neuausrichtung Polens sollte für die Positionierung und Relevanz Mitteleuropas in Europa bedeutsam sein. In der mit hochrangigen Experten aus den Ländern Mitteleuropas besetzten Podiumsdiskussion ging es um die zukünftige Rolle der mitteleuropäischen Staaten sowie um deren Interessen in Europa.
The 2023 Prague conference on “Economic and Social Stability in Central Europe” put a strong focus on the prospective economic and social consequences of the “Zeitenwende” in Central Europe. This was both a continuation of the discussion that had begun in Vilnius in 2022, as well as a thematic link to the priorities set by the Czech EU Council Presidency (including the war in Ukraine, sanctions and the energy crisis).
Central European perspectives in the run-up to the European elections
In early June 2024, for the tenth time, the citizens of the European Union will be called upon to elect a European Parliament. The election comes amid challenging circumstances. Externally, there is the Russian war of aggression against Ukraine with all its ensuing consequences for Europe. There are also multiple other crises, whereby the conflict in the Middle East plays a special role. In addition, the global competition between systems is shaking up the international order while the EU is still trying to find its own strategic position. Internally, the EU continues to grapple with the fallout of the corona pandemic, the coordination of migration policies, determining the nature and scope of EU climate policy and how to shape our digital future - also within the context of global competition. The conference sought to explore both the common and the divergent perspectives and interests of Central European countries with respect to these issues ahead of the 2024 European elections.
(Part 1) Expectations of Central Europe towards the European Union
The European Union and its citizens are facing a pivotal election in 2024. The European Parliament plays a crucial role in determining the EU’s annual budget, it’s international treaties and electing the President of the European Commission. A panel discussion with high-ranking politicians from the countries of Central Europe focused on the expectations Central Europe has towards the EU, but also on the expectations that Europe and the European Union have towards Central Europe.
(Part 2) Central European interests in Europe
The recent political shifts in Poland and Slovakia following their 2023 parliamentary elections have further shifted the balance within the Visegrád Group. In particular, Poland’s realignment of its European policy is significant for Central Europe’s positioning and relevance within Europe. The panel discussion with high-ranking experts from Central Europe focused on the future role of the Central European states and their interests in Europe.
